I would say more, but really that about sums it up, it is the high-slot armor module that many people wanted. On suits with only a single high slot, it would be completely useless, but otherwise a powerful module that has reasonable drawbacks.

Pretty much. It isn't applicable to some suits, as you have just shown, but it just adds to some screw-aroundy-ness to suit fitting. I fail to see how it would break balance, like Ulysses said.

The thing is, armor tankers are meant to be brawlers, they should have high tank, whilst shield tankers have high regen. The only way to be a brawler is with dual tanking at the moment, so this module would allow you to actually be a pure tank. Besides, by using this module, armor tankers would be forfeiting the ability to fit damage mods, more tank for less gank. That seems more or less balanced to me.

That was in response to a thread I made a long time ago about racial bonuses. Apparently we won't be seeing any damage reduction on infantry units any time soon, so I recommend my power converter idea instead.
